ALIP-0007 establishes pact0's launch strategy as "spec public, reference implementation private at M2.5." Following the Stripe/Plaid/Twilio model, specification repositories become public on launch day while the implementation repository remains private. A future ALIP will address when the implementation becomes public. This approach preserves strategic optionality while maintaining specification openness. Anyone can develop their own implementation using publicly available schema, take-rate constants, fee policy, dispute rules, and reputation formula, all released under CC0 licensing.
